Unless otherwise specified herein, there shall be no flag raised or displayed on a City flagpole, nor any flag-raising ceremony at Los Angeles City Hall, any facility designated as a branch of City Hall, including City Hall East and City Hall South, or any other City facility with infrastructure for raising flags, except for the flag of the United States, the flag of the State of California, the flag of the City of Los Angeles, and the recognized flag of the prisoners of war and missing in action (POW/MIA). In addition, the following flags may be raised and displayed by the City, whether on a City flagpole or displayed elsewhere on City property, as an expression of the City’s official sentiments:
A. The flags of Official Sister Cities of Los Angeles, if the raising or display is in conjunction with an event involving the Sister City; and
B. Other flags, if the raising or display is in conjunction, or in accordance, with official actions, ceremonial events, proclamations, or resolutions of the Mayor or the City Council.
The flagpoles at Los Angeles City Hall, any facility designated as a branch of City Hall, including City Hall East and City Hall South, or any other City facility with infrastructure for raising flags, are not intended to serve as a forum for free expression by the public. The City Council may, by order or resolution, subject to the approval of the Mayor, delegate authority to an officer or department of the City to adopt procedures, rules, and regulations controlling the raising of the flags specified above. Any such procedures, rules, or regulations shall be approved as to form by the City Attorney prior to implementation to ensure that City flagpoles and flag displays are used solely to express the City’s official sentiments and do not serve as a public forum.
