Sec. 7.66. Flag Raising.
 
   There shall be no flag raised nor any flag-raising ceremony at Los Angeles City Hall or any facility designated as a branch City Hall, except for the flag of the United States, the flag of its political subdivisions or the recognized flag of the prisoners of war and missing in action (POW/MIA).
