Whenever the Board or officer in charge and in control of any department shall determine that it is for the best interest of the city, and will promote the proper and efficient conduct of public work, he may authorize any officer or employee of such department to be reimbursed for the actual cost of telephone calls on city business under the same conditions as set forth in Section 4.238(a), (b) and (c).
