Sec. 396. Industrial, Economic and Administrative Surveys.
The Mayor and the Council, at least once in every five years, shall cause an industrial, economic and administrative survey to be made of the business and property of each of the Harbor Department, the Department of Water and Power and the Department of Airports by an independent qualified industrial engineer or organization specializing in such surveys. Each such survey shall be made to ascertain if the surveyed Department is operating in the most efficient and economical manner. In each such survey the engineer or organization employed shall be selected by the Mayor and Council. The cost of each such survey shall be paid for from the funds of the surveyed Department. A copy of the report of each such survey shall be transmitted to the Council and the Board of Commissioners of the surveyed Department. (Sec. Added, 1996.)
