Sec. 255.
The government of the school department of the City of Los Angeles shall be vested in a Board of Education, to consist of seven members, to be elected as in this Charter provided, and to be called members of the Board of Education; provided, however, that the provisions of this Charter with respect to the manner in which, the times at which and the terms for which the members of the Board of Education shall be elected or appointed, for their qualifications and removal, shall be supplemental, additional and alternative powers of those conferred upon municipalities or school districts by general laws of the State of California now or hereafter in force. The Council is hereby authorized, by ordinance, to provide for any such matters in conformity with any such general law or to make any provisions therefor not in conflict with general law. While members of a board of education elected pursuant to Charter provisions are governed by state laws and are deemed to be officers of the school district with respect to the exercise of their duties and functions, yet as to matters relating to their election, tenure of office, compensation and removal they are to be considered municipal officers.
