The purpose of this chapter is to promote and protect the public health, safety and general welfare by regulating the height, location and types of fences and/or walls. It is intended to protect property values, to create a more visually attractive community, to prevent the undue blockage of light and air to adjacent properties, to protect the public from fences and/or walls that could cause injury and to allow privacy while allowing access to the property by emergency and protective personnel and/or vehicles.

No fence and/or wall shall be erected or placed without a valid zoning permit being first obtained. A fence and/or wall existing prior to the adoption of this Zoning Code does not require a permit to continue, but does require a permit to rebuild one-half or more of the structure or to expand and/or increase any portion.
For purposes of this section, a fence and/or wall is a structure.
