No fence and/or wall shall be erected or placed without a valid zoning permit being first obtained. A fence and/or wall existing prior to the adoption of this Zoning Code does not require a permit to continue, but does require a permit to rebuild one-half or more of the structure or to expand and/or increase any portion.
For purposes of this section, a fence and/or wall is a structure.

(a) Height. Fences and wall shall not exceed six feet in height, except as specifically permitted in subsections (e) and (f) hereof and Section 1250.15.
(b) Front Yard Prohibition. No fence or wall shall be permitted in a front yard, except that ornamental fences shall be permitted as regulated in this section.
(c) Corner Lots. The front yard shall be determined by the address of the property. A fence may be placed on the yard that is not considered the front yard. The fence may not be within twenty feet of the corner of the property. Additionally, a fence or wall on a corner lot shall not extend into the clear site zone.
(d) Ornamental Fences in Front Yards. Ornamental fences in a front yard shall not exceed four feet in height, and shall require a fence permit.
(e) Fences Surrounding Recreational Facilities. Fences surrounding recreational facilities, including but not limited to tennis courts, swimming pools, etc., located on a commonly owned lot in any district, shall be permitted up to ten feet in height.
(f) Manufacturing Fences, Fences Surrounding Utility Equipment. Fences or walls in Manufacturing Districts, and fences surrounding utility or mechanical equipment may be up to eight feet in height if such fence or wall is necessary to screen such equipment. In no case shall a wall or fence, including underground pet barriers known as “invisible fences,” be located in the right-of-way.
(g) Construction of Fences and Walls. Fences and walls may be constructed out of weather-treated wood, stone, concrete, brick, wrought iron, vinyl, or chain link.

(a) The clear sight zone of a corner lot shall contain no part of a fence and/or wall.
(b) No fence and/or wall shall be placed and/or erected so that any four-foot or longer portion of the structure is closer than twenty-five inches to any other structure, except for the portion that terminates the fence and/or wall or except as provided in Section 1270.04.

(a) Fences and/or walls that have points and/or edges intended to be cutting rather than ornamental are prohibited between residential lots.
(b) Barbed wire and/or electrified fences and/or walls shall be prohibited between residential lots, except for use in the penning or fencing in of agricultural livestock. This agricultural use shall be permitted only if the Zoning Administrator determines that the voltage to be used cannot harm, injure and/or incapacitate a person and only if the fence and/or wall is plainly marked, stating that the fence and/or wall is electrified.

The height of a fence and/or wall shall be measured along all points of the structure (or, at the discretion of the Zoning Administrator, at representative points) so that no portion of the structure, as measured from the top of the ground (adjacent to the structure) to the highest point of the structure, shall exceed the limitations provided in this chapter.
Where the ground under a fence and/or wall is to be graded or mounded to a level higher than the general level of the surrounding ground (on both sides of the proposed structure), the height of the graded or mounded area that is higher than the general level of the surrounding ground on both sides of the proposed structure shall be considered to be a part of the height of the structure in meeting the height limitations of Section 1270.04.
