The Business Office Manager shall issue, without charge, upon application of any handicapped person or disabled veteran, a special handicapped motorist card furnished by the Illinois Secretary of State, pursuant to the provisions of the Illinois Vehicle Code, for the purpose of allowing said card to be used and displayed on a vehicle being used to transport said handicapped person or disabled veteran, but not owned or displaying a special handicapped or disabled veteran's license plate, so as to identify said vehicle and entitle it to all the parking privileges afforded to a vehicle possessing such special handicapped or disabled veteran's license plates as hereinbefore provided. Such card shall be issued only to handicapped persons or disabled veterans and the same shall be displayed by hanging such card from the rearview mirror of the vehicle and shall allow the vehicle to utilize special, handicapped parking privileges when used to transport such handicapped person or disabled veteran. The Village shall issue only temporary handicapped motorist cards. Requests for permanent cards shall be directed to the Illinois Secretary of State.
For purposes of this section, a "physically handicapped person" shall mean every natural person who is unable to walk two hundred feet (200') or more unassisted by another person or without the aid of a walker, crutches, brace, prosthetic device, or a wheelchair or without great difficulty or discomfort due to the following impairments: neurologic, orthopedic, respiratory, cardiac, arthritic disorder, blindness, or the loss of function or absence of a limb or limbs.
All applicants shall complete an application form as provided by the business office manager. Such form includes information which shall be completed by the applicant and his or her physician. The physician shall designate whether the handicap is temporary or permanent. If temporary, the physician must indicate the length of the handicap. A temporary card will be issued for the designated period not to exceed ninety (90) days. If an extension is needed, the applicant must complete a new application and furnish proof of the reason for such extension from the attending physician. No handicapped motorist vehicle card shall be transferable. Use of any such card by any person other than the handicapped person to whom it is issued except as provided herein, shall be deemed a violation of this section and shall render the card void. Any abuse of the card or unauthorized use shall render any such card subject to revocation. No handicapped motorist card shall be issued until an application form is completed and received by the business office manager. Providing false information in the application filed with the business office manager shall be deemed a violation of this section. (Ord. 2000-3185, 2-21-2000)
(A) It shall be unlawful to park any motor vehicle which is not bearing registration plates to a physically handicapped or to a disabled veteran, pursuant to the applicable sections of the Illinois motor vehicle code, or similar registration plates duly issued under the motor vehicle code of another state, or handicapped motorist card issued by the village or such decal, cards, or devices issued by other municipalities pursuant to the authority granted to them under the Illinois vehicle code as the local authorities of other municipalities deem proper as evidence that the vehicle is operated by or for a handicapped person or disabled veteran, in any parking place for motor vehicles bearing such registration, plates, decals, cards or devices. Violation of this section shall carry a fine as established by Title 1, Chapter 20, “Fees, Fines, Insurance, Guarantees, and Regulatory Measures” for each offense.
(B) The parking spaces located at or near the addresses listed below shall be designated for handicapped parking. However, said list shall not be interpreted as being inclusive of all such spaces within the village, nor shall such designation limit the effect or enforcement of handicapped parking prohibitions in locations other than listed below:

Any person convicted in a court of law of any violation of the provisions of this chapter shall be fined as established by Title 1, Chapter 20, “Fees, Fines, Insurance, Guarantees, and Regulatory Measures” for each offense. The procedure set forth in section 9-4-22 of this code may be used to settle and compromise a violation.

(A) A person may park only an electric vehicle in an electric vehicle charging station space designated for use by electric vehicles. Unauthorized use of electric vehicle-only parking by non-electric vehicles at both public and private properties is prohibited.
(B) Public electric vehicle charging stations shall charge fees as established by Title 1, Chapter 20, “Fees, Fines, Insurance, Guarantees, and Regulatory Measures”.
