(A) When And Where Prohibited:
1. Parking Prohibited During Snowfall: It shall be unlawful to park any vehicle on any portion of any public street or highway in the Village during or after any snowfall resulting in an accumulation of one inch (1") or more, and for a period thereafter of twenty four (24) hours, or within such further period as may be reasonably required to complete snow removal operations.
2. All Night Parking Prohibited: It shall be unlawful to park any vehicle on any portion of any public street or highway in the Village between the hours of two o'clock (2:00) A.M. and six o'clock (6:00) A.M.
(B) Authority To Impound Vehicles: Whenever any vehicle is so parked illegally as to obstruct the normal movement of traffic or interfere with the sweeping or repair of streets or removal of snow therefrom, the Chief of Police, or any person authorized by him, is hereby authorized to cause such vehicle to be removed from the public street and conveyed by or under the direction of a member of the Police Department to an authorized garage. The Village shall be entitled to the fees provided in subsection (C) of this section.
(C) Fees For Redemption: Before the owner or person entitled to the possession of any impounded or removed vehicle shall be permitted to remove the same from the custody of the Chief of Police, or person authorized by him, he shall furnish satisfactory evidence of his identity and ownership of vehicle and right of possession thereto, shall sign a receipt for the vehicle and in addition to the fine provided for herein, shall pay the fee as established by Title 1, Chapter 20, “Fees, Fines, Insurance, Guarantees, and Regulatory Measures” for such vehicle to cover the cost of towing or removal of such vehicle, and in addition thereto, the cost of storage charged by such authorized garage at the prevailing rate for such storage.
(D) Central Business District: The total maximum time limit for parking a vehicle within the Central Business District shall be two (2) hours, with the exception of Municipal Lot G, which shall be four (4) hours. No vehicle shall be moved from one (1) parking location to another parking location within the Central Business District such that the vehicle is parked for a combined total of more than two (2) hours for the entire area, nor shall any vehicle be moved between a parking location within the Central Business District and Municipal Lot G such that the maximum combined time limit of four (4) hours is exceeded. The term "Central Business District" shall refer to that portion of the Village bounded by Ogden, Garfield, Division and Center. (Ord. 79-830, 1-16-1979; amd.
