10-2-1: STOPPING, STANDING OR PARKING PROHIBITED IN CERTAIN PLACES:
Except when necessary to avoid conflict with other traffic, or in compliance with law or the directions of a police officer or official traffic control device, no person shall:
   (A)   Stop, stand or park a vehicle 1 :
      1.   On the roadway side of any vehicle stopped or parked at the edge or curb of a street;
      2.   On a sidewalk; (Ord. 451, 2-6-1973)
      3.   Beyond the edge of a driveway into any public right of way; (Ord. 2006-4021, 6-5-2006)
      4.   Within an intersection;
      5.   On a crosswalk;
      6.   Between a safety zone and the adjacent curb or within thirty feet (30') of points on the curb immediately opposite the ends of the safety zone, unless a different length is indicated by signs or markings;
      7.   Alongside or opposite any street excavation or obstruction when stopping, standing or parking would obstruct traffic;
      8.   Upon any bridge or other elevated structures or within a highway tunnel, underpass or subway;
      9.   On any railroad tracks;
      10.   At any place where official signs prohibit stopping. (Ord. 451, 2-6-1973; amd. Ord. 2006-4021, 6-5-2006)
      11.   At any place which is designated by official signs as a cab stand, unless said vehicle is duly registered within the village, or is present at the cab stand for the purpose of dropping off passengers who were initially picked up outside of the village.    (B)   Stand or park a vehicle, whether occupied or not, except momentarily to pick up or discharge passengers:
      1.   In front of a public or private driveway;
      2.   Within fifteen feet (15') of a fire hydrant;
      3.   Within twenty feet (20') of a crosswalk at an intersection;
      4.   Within thirty feet (30') upon the approach to any flashing signal, stop sign, yield sign or traffic control signal located at the side of the roadway;
      5.   Within twenty feet (20') of the driveway entrance to any fire station and on the side of the street opposite the entrance to any fire station within seventy five feet (75') of such entrance (when properly signposted);
      6.   In front of curbside mailboxes located on School Street between Main and Spencer;
      7.   At any place where official signs prohibit standing. (Ord. 88-1766, 12-5-1988)
   (C)   Park a vehicle, whether occupied or not, except temporarily for the purpose of and while actually engaged in loading or unloading merchandise or passengers:
      1.   Within fifty feet (50') of the nearest rail of a railroad crossing;
      2.   At any place where official signs prohibit parking.
   (D)   Further, there shall be no parking:
      1.   On any street between two o'clock (2:00) A.M. and six o'clock (6:00) A.M. except by permission of the Police Department. (Ord. 451, 2-6-1973)
      2.   In any officially designated fire lane. Any person violating this subsection (D)2 shall be fined as established by Title 1, Chapter 20, “Fees, Fines, Insurance, Guarantees, and Regulatory Measures” for each offense. (Ord. 96-2776, 5-20-1996; amd. Ord. 2021-4921, 9-20-2021)
      3.   Where vehicle would reduce the usable width of a street to less than eighteen feet (18'). (Ord. 451, 2-6-1973)
      4.   In a prohibited parking zone; or in a limited parking zone longer than the time designated and authorized. Each continuing period of time equal to the posted time limit shall constitute a separate offense. (Ord. 94-2603, 12-5-1994)
      5.   On private property without the consent of the owner of private property. (Ord. 83-1136, 8-2-1983)
