525.13 INTERFERING WITH CIVIL RIGHTS.
   (a)   No public servant, under color of his or her office, employment or authority, shall knowingly deprive or conspire or attempt to deprive, any person of a constitutional or statutory right or a right created by ordinance, resolution or regulation.
   (b)   Whoever violates this section is guilty of interfering with civil rights, a misdemeanor of the first degree.

525.14 UNAUTHORIZED DISPLAY OF LAW ENFORCEMENT EMBLEMS ON MOTOR VEHICLES.
   (a)   No person who is not entitled to do so shall knowingly display on a motor vehicle the emblem of a law enforcement agency or an organization of law enforcement officers.
   (b)   Whoever violates this section is guilty of the unlawful display of the emblem of a law enforcement agency or an organization of law enforcement officers, a minor misdemeanor.

525.15 CONVEYING INTOXICATING LIQUOR ONTO GROUNDS OF DETENTION FACILITIES OR OTHER INSTITUTIONS.
   (a)   No person shall knowingly convey, or attempt to convey, onto the grounds of a detention facility or of an institution that is under the control of the Ohio Department of Mental Health or the Ohio Department of Mental Retardation and Developmental Disabilities, any intoxicating liquor, as defined in Section 529.01.
   (b)   Subsection (a) hereof does not apply to any person who conveys or attempts to convey an item onto the grounds of a detention facility or of an institution under the control of the Ohio Department of Mental Health or the Ohio Department of Mental Retardation and Developmental Disabilities pursuant to the written authorization of the person in charge of the detention facility or the institution and in accordance with the written rules of the detention facility or the institution.
   (c)   No person shall knowingly deliver, or attempt to deliver, to any person who is confined in a detention facility or to any patient in an institution under the control of the Ohio Department of Mental Health or the Ohio Department of Mental Retardation and Developmental Disabilities, any intoxicating liquor as defined in Section 529.01.
   (d)   It is an affirmative defense to a charge under subsection (c) hereof that the actor was not otherwise prohibited by law from delivering the item to the confined person or the patient and that either of the following applies:
      (1)   The actor was permitted by the written rules of the detention facility or the institution to deliver the item to the confined person or the patient.
      (2)   The actor was given written authorization by the person in charge of the detention facility or the institution to deliver the item to the confined person or the patient.
   (e)   Whoever violates any of the provisions of this section is guilty of a misdemeanor of the second degree.
525.16 INITIATIVE AND REFERENDUM PETITIONS.
   (a)   No person shall:
      (1)   Willfully misrepresent the contents of any initiative or referendum petition; or
      (2)   Pay or offer to pay any elector anything of value for signing an initiative or referendum petition; or
      (3)   Promise to help another to obtain appointment to any office provided for by the Constitution or laws of Ohio or by the ordinances of the City, position or employment in the services of the City, or any subdivision thereof, as a consideration for obtaining signatures to an initiative or referendum petition; or
      (4)   Obtain signatures to any initiative or referendum petition as a consideration for the assistance or promise of assistance of another person in securing an appointment to any office or position provided for by the Constitution or laws of Ohio or by the ordinances of the City; or employment in the service of the City or any subdivision thereof; or
      (5)   Alter or add to or erase any signatures or names, on the parts of a petition after such parts have been filed with the City Clerk; or
      (6)   Fail to file the sworn itemized statement required in Ohio R.C. 731.35; or
      (7)   Accept anything of value for signing an initiative or referendum petition; or
      (8)   Sell, purchase, steal, attempt to steal or willfully destroy or mutilate any initiative or referendum petition which is being or has been lawfully circulated; or
      (9)   Directly or indirectly, by intimidation or threats, influence or seek to influence any person to sign or abstain from signing, or to solicit signatures or to abstain from soliciting signatures to an initiative or referendum petition. (Ord. 1756. Passed 9-6-21.)
   (b)   Whoever violates this section is guilty of a misdemeanor of the first degree.
525.17 FALSE ALLEGATION OF PEACE OFFICER MISCONDUCT.
   (a)   As used in this section, “peace officer” has the same meaning as in Ohio R.C. 2935.01.
   (b)   No person shall knowingly file a complaint against a peace officer that alleges that the peace officer engaged in misconduct in the performance of the officer’s duties if the person knows that the allegation is false.
   (c)   Whoever violates this section is guilty of making a false allegation of peace officer misconduct, a misdemeanor of the first degree.
