All commissions shall report to the City Council at least once a year or as otherwise requested by the Council. Routinely after each meeting whereat subject matter referred to a commission for study, consideration and recommendation, the commission shall make written specific findings of fact together with its recommendation based thereon and shall transmit such written fact findings and recommendation in writing to the City Administrator for consideration by the City Council at a subsequent meeting thereof.
