No person shall sell or offer for sale any cigars, cigarettes, tobacco, cigarette papers or wrappers, or alternative nicotine product as defined in Illinois Public Act 098-0350, without first procuring the license herein provided, and said license shall be renewed annually. License fees shall not be prorated because the current fiscal year has partially expired.

Any person desiring to sell, have for sale or offer for sale any cigars, cigarettes, tobacco, cigarette papers or wrappers, or alternative nicotine product, shall make application for a license for that purpose to the City Clerk in which application shall be set forth the full name of the applicant, the location at which such sales are proposed to be made, and whether packaged cigarettes only or other tobacco products, or alternative nicotine products are to be kept for sale. Such application shall be accompanied by evidence that the applicant, if an individual, or the person in charge of the business, if a firm or corporation, is a person of good character and reputation, and if the Clerk shall be satisfied that such person is of good character and reputation and is a suitable person to be entrusted with the sale of cigars, cigarettes and tobacco, or alternative nicotine products, he shall cause a license fee of $50 per annum for each location at which said applicant expects to do business.

It shall be unlawful for any person to keep or maintain or permit to operate or remain on premises in his possession any automatic vending machine for the sale of cigarettes or tobacco or alternative nicotine product of any kind without first procuring the license herein provided, irrespective of the ownership of such machine or the disposition of the money taken therefrom.
