Where the appointment of members to authorities, boards and commissions is vested in the City by statute or ordinance, such members shall be appointed by a majority vote of Council, subject to all provisions of applicable State, Federal and local laws, ordinances and regulations.

Except as otherwise provided by law, in any case where Council has made appointments to any authority, board or commission, an appointee may be removed by a majority vote of Council. Any such vacancy shall be filled pursuant to the procedure for appointment set forth in Section 260.02.

The Council shall, by adopting an ordinance and/or by amending an ordinance in conflict with the Home Rule Charter, set forth the duties, responsibilities and membership of the following boards:
(a) The Zoning Hearing Board;
(b) The Board of Health;
(c) The Civil Service Boards;
(d) The Board of Plumbing Examiners;
(e) The Johnstown Area Arts Council;
(f) The Vacant Property Review Committee; and
(g) The Waste Water Appeal Board.
The above-listed boards in existence prior to the effective date of the Home Rule Charter shall continue to serve and act subject to all provisions of applicable State, Federal and local laws, ordinances and regulations. The existing members of any board shall continue to serve their specific terms until removal by specific Council action.
Any ordinance relating to operations of the above-mentioned boards which is in conflict with any provision of the Home Rule Charter shall be amended within forty-five days of the effective date of the Home Rule Charter.

The Council shall, by adopting an ordinance and/or by amending an ordinance in conflict with the Home Rule Charter, set forth the duties, responsibilities and membership of the following commissions:
(a) The City Planning Commission;
(b) The Municipal Recreation Commission; and
(c) The Human Relations Commission.
The above-listed commissions in existence prior to the effective date of the Charter shall continue to serve and act subject to all provisions of applicable State, Federal and local laws, ordinances and regulations. The existing membership of any commission shall continue to serve their specific terms until removal by specific Council action.
Any ordinance relating to operations of the above-mentioned commissions which is in conflict with any provision of the Home Rule Charter, shall be amended within forty-five days of the effective date of the Home Rule Charter.
