Any unoccupied vehicle found to be in violation of the traffic ordinances of the city or interfering with the movement of traffic is hereby declared to be a nuisance, and such vehicle may be taken in charge by any police officer of the city, removed from the street and impounded until the rightful owner of the said vehicle shows proof of ownership of the vehicle and pays all removal, storage and redemption fees thereon.
