1303.04 APPROVAL OF PLANS; LAPSE OF APPROVAL.
   All applications for building permits, together with plans and specifications for the construction, reconstruction or alteration of any building, shall be submitted to the Architectural Board of Review as provided in Chapter 1309, to the City Engineer for the establishment of a grade in accordance with Section 1305.06, and to the Service Director, Fire Chief and Police Chief, for review of the same as to compliance with applicable provisions of these Codified Ordinances.
   An application for a building permit, together with plans and specifications for the addition to or alteration of any commercial or industrial building, shall be submitted to the Planning Commission, in addition to such Board and officials, for review of the same as to compliance with the zoning and parking ordinances of the City.
   When the Building Commissioner is satisfied that such plans and specifications have been approved for compliance by the Board, the Commission, when applicable, and such other officials, and when the Commissioner is satisfied that such plans and specifications conform in all respects to the provisions and requirements of this Building Code and all other applicable ordinances of the Municipality and the laws of the State, he shall stamp his approval upon such plans and specifications. One copy of such plans shall be returned to the owner, architect or builder and shall be kept at the building site until the same is completed and a final inspection of such building is made by the Commissioner. The second copy of such plans shall remain with the Commissioner and, upon completion, shall be placed on file with the Municipality.
   Failure of the owner or his agent to obtain all necessary approvals by the Board, the Commission and other officials, where applicable, and to obtain the permit required by Section 1303.01 within six months of the date such plans and specifications are approved by the Commission or the date the owner made initial application for such permit, whichever is earlier, shall cause any approval by the Board, the Commission or others to lapse. The Commission may, for good cause shown, extend such time for obtaining a permit for not more than one year.
   If approval of plans and specifications lapses under this section, the owner or his or her agent shall again comply with all the provisions of this chapter, including the payment of permit fees, before proceeding with the construction, enlargement, alteration, repair, remodeling or moving of any building or other structure.
