1309.01 ESTABLISHMENT; TERMS; COMPENSATION.
   (a)    There is hereby established in the Municipality an Architectural Board of Review, which shall consist of the City Engineer, the inspector of Buildings, and the City Architect. The City Architect shall be appointed by the Mayor, subject to the approval of Council and shall serve for a term concurrent with the Mayor; provided, however, that the Architect may be removed by the Mayor with the consent of a majority of the members of Council. The City Planner and the Chief of the Fire Department shall serve as ex officio members of the Board and attend meetings and make recommendations, but shall not be entitled to vote.
   (b)   The City shall have a Plans Examiner appointed by the Mayor, subject to the approval of Council and shall serve for a term concurrent with the Mayor; provided, however, that the Plans Examiner may be removed by the Mayor with the consent of a majority of the members of council. The City Plans Examiner shall serve as an alternate member of the Architectural Board of Review.
   (c)   The City Engineer, City Architect, City Planner and City Plans Examiner shall be compensated for serving as Board members on the same basis as they are currently compensated for extraordinary services.
   (d)   The Inspector of Buildings and the Chief of the Fire Department shall receive no additional compensation as Architectural Board members; their service on the Board shall be considered one of their duties as Inspector of Buildings and Fire Chief, respectively. The architect-board member shall receive compensation as may be fixed by Council.
