GENERAL PROVISIONS
(A) It shall be unlawful for any person to throw or cause to be thrown into, or upon or overhanging, the banks of Little River, within the city any ashes, coal dust, cinders, straw, shavings, paper, dirt, tin, iron, brickbats, stones, debris, rubbish, trash or anything whatever that shall fall into the river or encroach upon the channel of the stream so as to change or interfere with the banks or contaminate or hinder the waters of the river.
(B) In addition to the penalty provided in § 94.99, anyone violating this section shall pay the cost of removing the offending materials, which cost may be recovered in the name of the city before the appropriate court. For any violation of this section by a minor, servant or employee, the parent, hirer or employer, or the owner of abutting property shall be liable for the penalty and costs.

All things which, by the common law and state law, are deemed or declared nuisances are declared such within the city. In addition thereto, it is declared that the following shall be deemed nuisances within the city, namely: Ponds of stagnant water which shall become offensive and suffered to remain upon premises of any person; dung heaps; privies that are on the line of any street or alley, or nearer to the line of any public street or alley than five lineal feet; hog pens and pig sties; slaughter pens and houses; noxious slops or water in vessels, in or thrown upon any street, sidewalk or alley in the city; dead animals; putrid flesh, fish, hides and skins; any hogs kept within the corporate limits of the city; or any putrid or offensive matter of any description.

It shall be unlawful for any cistern, well or pit to be left open and uncovered within the corporate limits of the city unless the lot or premises surrounding the cistern, well or pit is kept enclosed with a good substantial fence or wall.
