(A) It shall be unlawful for any person to throw or cause to be thrown into, or upon or overhanging, the banks of Little River, within the city any ashes, coal dust, cinders, straw, shavings, paper, dirt, tin, iron, brickbats, stones, debris, rubbish, trash or anything whatever that shall fall into the river or encroach upon the channel of the stream so as to change or interfere with the banks or contaminate or hinder the waters of the river.
(B) In addition to the penalty provided in § 94.99, anyone violating this section shall pay the cost of removing the offending materials, which cost may be recovered in the name of the city before the appropriate court. For any violation of this section by a minor, servant or employee, the parent, hirer or employer, or the owner of abutting property shall be liable for the penalty and costs.
