§ 113.02 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   FIREWORKS. Means and includes any combustible or explosive composition, or any substance or combination of substances, or articles prepared for the purpose of producing a visible or an audible effect by combustion, explosion, deflagration, or detonation, and shall include blank cartridges, toy pistols, toy cannons, toy canes, or toy guns in which explosives are used, the type of unmanned balloons which require fire underneath to propel the same, firecrackers, torpedoes, skyrockets, Roman candles, sparklers, or other devices of like construction and any devices containing any explosive substance. FIREWORKS shall not include auto flares, paper caps containing not in excess of an average of 0.25 of a grain of explosive content per cap manufactured in accordance with the Department of Transportation regulations for packing and shipping as provided therein, and toy pistols, toy canes, toy guns, or other devices for use of such caps, the sale and use of which shall be permitted at all times.
   FIREWORKS DISPLAY. Any supervised discharge of fireworks for public view by fair associations, amusement parks, and other organizations or groups of individuals.
   FIREWORKS STAND. Any structure which meets the requirements of these regulations, which is temporary in nature, and is used as a retail sales outlet for the distribution of fireworks to the public.
   PLOT PLAN. A drawing to scale and fully dimensioned, showing the proposed location of fireworks stand or stands, center line of streets, right-of-way line, property boundary lines, or dimensioned area to be released, areas of ingress and egress, parking and circulation, areas nearest adjacent fire hydrant, location of refuse containers, and the location of any adjacent structures or property under different ownership.
