The police force shall be composed of a Chief of Police and such police officers and other employees as the City Manager may determine. In case of riot, or in the event of emergency, or at the time of elections or similar occasions, the Chief may appoint additional police officers for temporary service who need not be in the classified service. The Chief of Police is the chief law enforcement officer within the City and has exclusive control of the stationing and transferring of all police officers and such other employees constituting the police force. The Chief shall have such power and perform such duties as are prescribed by Federal law, State law, the City Charter, this Code and the City Manager. (Ord. 2910, 6-4-2001)
No person shall act as a special police officer, special detective or other special police officer for any purpose whatsoever, except upon the written authority of the Chief of Police and for a period not to exceed ten (10) days without a special order to that effect from the City Manager.
