All buildings fronting on public streets, avenues and highways in the city shall be numbered in conformity with the following provisions:
A. Odd And Even Numbers, How Fixed: Odd numbers shall be given to buildings on the east and on the south sides of the streets, avenues and highways; and even numbers to those on the west and on the north sides of the same.
B. North And South Streets: On streets, avenues, and highways running northerly or southerly in the city, the numbering commences with number one at a north/south baseline lying along Broadway, Edwards Street, former Edwards Street, Ming Place and Ming Street. The numbering increases in each direction from the north/south baseline one hundred (100) numbers for each block or space between streets. To distinguish such numbers, the streets, avenues, and highways lying north of, running primarily at right angles with, and crossing the north/south baseline are designated as "North", such as North Park Avenue and North Warren Street; and the streets, avenues, and highways lying south of the north/south baseline are designated as "South", such as South Park Avenue and South Warren Street. Any street, avenue, or highway that is a north and south street under this section, but changes to an easterly direction at Montana Avenue and continues to run east thereafter is, at that point, considered to be an east/west street and will be designated as "East".
C. East And West Streets: On streets, avenues, and highways running easterly or westerly in the city, the numbering commences with number one at an east/west baseline lying along Last Chance Gulch from its southerly most point to its intersection with Lyndale Avenue and continuing at the east line of the Capital Hill Addition projected southerly to its intersection with Lyndale Avenue and projected northerly to its intersection with Custer Avenue. The numbering increases in each direction from said east/west baseline one hundred (100) numbers for each block or space between streets. To distinguish such numbers, the streets, avenues, and highways lying east of, running primarily at right angles to, and crossing the east/west baseline are designated as "East", such as East Lawrence Street and East 15th Street; and the streets, avenues, and highways lying west of the east/west baseline are designated as "West", such as West Lawrence Street and West 15th Street.
D. Custer Avenue And Streets North Of Custer Avenue: On streets, avenues, and highways running east or west, north of and including Custer Avenue, the numbering commences with number one from an east/west baseline starting at the section corner common to sections 13, 14, 23, and 24, township 10 north, range 4 west, and lying along the common section line between sections 13 and 14. The numbering increases in each direction from said east/west baseline one hundred (100) numbers for each block or space between streets. Except for Custer Avenue, to distinguish such numbers, the streets, avenues, and highways lying east of, running primarily at right angles to, and crossing the east/west baseline are designated as "East", such as East Lincoln Road; and the streets, avenues, and highways lying west are designated as being "West", such as West Lincoln Road. For Custer Avenue, the numbering increases from said east/west baseline, but the designation of Custer as either East or West commences at Montana Avenue. (Ord. 3024, 5-9-2005)
E. Visibility: Building numbers must contrast with their background and must be plainly visible and legible from the adjacent street frontage. Numbers must be permanently affixed on buildings except as provided in this section or when the city manager or the manager's designated representative has approved an alternate location.
F. Fences: A fence, wall, or hedge located on a property's front yard may not exceed forty two inches (42") in height, as measured from grade level of the fronting street, unless the property owner has placed on the street side of the fence, wall, or a separate post the street address numbers of any building located behind the fence, wall, or hedge. The street address numbers displayed must be readily visible to identify the property to emergency response providers. (Ord. 3098, 4-7-2008)
The city manager or his designated representative shall designate the numbers of all buildings in conformity with the provisions of this chapter, allowing one number for about twenty five feet (25') of vacant ground, and shall furnish the owner of each building, now or hereafter built, with its proper number, as soon as completed. When any building is not correctly numbered, or not numbered at all, the city manager or his designated representative shall give such building its proper number, and require the same to be put on such building at the expense of the owner. In case any owner or occupant, after having been requested to do so by the city manager or his designated representative, shall refuse or neglect for ten (10) days to number a building as required, or shall number or attempt to number such building otherwise than in conformity with this chapter, and the requirements of the said city manager or his designated representative, such person shall be deemed guilty of a misdemeanor and fined in accordance with the provisions of title 1, chapter 3 of this code; and when such fine is paid the said city manager or his designated representative shall cause such building to be correctly numbered at the expense of the owner or occupant.
