In case any owner or occupant, after having been requested to do so by the city manager or his designated representative, shall refuse or neglect for ten (10) days to number a building as required, or shall number or attempt to number such building otherwise than in conformity with this chapter, and the requirements of the said city manager or his designated representative, such person shall be deemed guilty of a misdemeanor and fined in accordance with the provisions of title 1, chapter 3 of this code; and when such fine is paid the said city manager or his designated representative shall cause such building to be correctly numbered at the expense of the owner or occupant. In order to change an already existing address, an individual must:
A. File a written application with the city building department for any requested change of address, which change shall only be made after a showing of good cause.
B. At the time of filing such written application, the applicant shall pay a change of address fee in an amount to be established by the city commission after public hearing. (Ord. 2729, 12-5-1994)
The city manager or his designated representative shall, at the expense of the city, cause good and substantial signs, bearing the names of the streets, avenues and highways in the city, respectively, to be put up and maintained upon at least one of the corners at each crossing of all streets, avenues and highways. Such signs shall be so placed as to be in plain view of persons passing either way upon any of said streets; provided, that where there are no buildings at or near such crossing, or the streets are not opened up or graded, the city manager or his designated representative may delay the putting up of such signs until such time as he may deem it necessary, or until he shall be directed to do so by the commission.
