A. Superintendent Of Public Works To Supervise: All public streets, alleys, sidewalks and other public ways shall be under the supervision of the Superintendent of Public Works. He shall have the supervision over all work thereon, the cleaning thereof, and shall be charged with the enforcement of all ordinance provisions relating to such public places (except traffic ordinances) and is hereby authorized to enforce such provisions.
B. Datum Plane And Bench Mark: There is hereby established and fixed a base or datum plane in and for the Village for determining, measuring and fixing elevations and grades in the Village, which base or datum plane shall be known under the style and name of "Hampshire Village Datum"; said datum is located at the northwest corner of Route 72 and State Street and is marked by a bronze disc, Illinois 46A.
C. Permits Required: It shall be unlawful to construct or lay any pavement on any public street, alley or other public way or to repair the same, without first having secured a permit therefor. Application for such permits shall be made to the Superintendent of Public Works and shall be filed with the Village Clerk, and shall state the location of the intended pavement or repair, the extent thereof, and the person actually doing the construction work; and shall be accompanied by payment of the fee established in Section 9-7-1 of this Chapter.
D. Performance Bond Required: Each applicant for a permit to construct, repair or lay any pavement on any street, alley, sidewalk or other public way shall file a performance bond, with surety conditioned to indemnify the Village for any loss or damage resulting from the work undertaken or the manner of doing the same, or subject to such other conditions as may be required by the Superintendent or the Board of Trustees. Said bond shall be in an amount not less than one hundred twenty five percent (125%) of the estimate of the Superintendent of Public Works of the cost of the installation of the improvements, to be approved by the Board of Trustees.
