§ 73.01 USE OF THROUGH TRUCK ROUTES.
   All through trucks shall use the through truck routes designated in Chapter 76, Schedule VII exclusively in entering, going through, and leaving the city, and shall travel on no other streets or highways in the city.

§ 73.02 USE OF LOCAL DELIVERY ROUTES.
   Local delivery trucks in traveling to a point of destination or delivery in the city; in leaving a point of origin or terminal in the city for a point of destination in the city; or in traveling between points, either for a delivery or a pick up of cargo, goods, wares, merchandise or commodities or schedule stops in the regular course of business within the city, may travel over, and must travel over, the shortest route on any street or highway to or from a through street as now listed in Chapter 76, Schedule VII, and must use a through street as listed in Chapter 76, Schedule VIII, by the shortest route to or from a through truck route, unless otherwise prohibited.

§ 73.03 TRANSPORTATION OF EXPLOSIVES OR FLAMMABLE CARGO.
   (A)   For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      EXPLOSIVE. Any chemical compound or mechanical mixture that is commonly used or intended for the purpose of producing an explosion and which contains any oxidizing and combustive units or other ingredients in any proportions, quantities or packing that an ignition by fire, by friction, by concussion, by percussion or by detonator of any part of the compound or mixture may cause a sudden generation of highly heated gases that the resultant gaseous pressures are capable of producing destructible effects on continuous objects or of destroying life or limb.
      FLAMMABLE LIQUID. Any liquid which has a flash point of 70°F, or less, as determined by a tagliabue or equivalent closed cup test device.
   (B)   Notwithstanding any other provision of this chapter and in limitation of the definition of the terms THROUGH TRUCKS and LOCAL DELIVERY TRUCKS, as defined in § 70.01, no motor vehicle of any kind, either by itself or furnishing the motive power for any attached vehicle, may transport as cargo or as part of a cargo any flammable liquid or explosive substance over any street or highway in the city other than the through truck routes specified in Chapter 76, Schedule VII, except and only when the vehicle transporting the cargo either has a bona fide pick up of the cargo within the city or a bona fide delivery to make of the cargo within the city. In that event, the vehicle may use, for the shortest distance required to or from such through truck routes, a through street, as listed in Chapter 76, Schedule VII, to the point on any other street in the city which is closest to the point of pick up or delivery, as the case may be, and may, in this event, use another street over the shortest distance from the through street to the point of pick up or point of delivery, in going from or returning to the through street unless otherwise prohibited. In the event the bona fide pick up or delivery is to be made at a point located on a through truck route, the pick up or delivery must be made by using through truck routes exclusively in going to or returning from the point of pick up or delivery.
