§ 72.018 VOLUNTEER MEMBERS TO ENFORCE PARKING RESTRICTIONS.
   (A)   The Chief of the Police Department, or his or her designee, is authorized to appoint volunteers to enforce parking restrictions pursuant to §§ 72.006, 72.051, 72.081 and 73.05.
   (B)   The following requirements are established for eligibility as a volunteer:
      (1)   The appointments are limited to active members of the city’s Emergency Management Agency (“EMA”);
      (2)   The volunteer must be at least 21 years of age;
      (3)   The volunteer must satisfactorily complete a course of instruction concerning the enforcement of parking restrictions conducted by the Police Department;
      (4)   After successfully completing the course of instruction, the volunteer must obtain a certificate from the Chief of Police, or his or her designee;
      (5)   The volunteer must be available to appear in court for the ordinance enforcement court call as needed; and
      (6)   The volunteer must satisfy any other qualifications established by the Police Department.
   (C)   EMA officers are hereby given the power to write city ordinance parking citations, including citations for handicapped parking, fire lane violations, semi parking restrictions, and restricted zone citations.
   (D)   The Chief of Police, or his or her designee, shall file a copy of each certificate issued under this section with the Law Department and the Prosecutor in the City Court.
   (E)   A citation issued by a volunteer appointed under the provisions of this section shall have the same force and effect as a citation § 72.081 issued by the Hammond Police Officer for the same violation.
   (F)   A volunteer appointed under this section does not have the powers of a law enforcement officer, except for those powers granted in this section.
   (G)   The Chief of Police, or his or her designee, that appoints a volunteer under this section may, at any time, revoke the certificate issued to the volunteer. If a certificate is revoked:
      (1)   The Chief shall so notify the Law Department and the Prosecutor of the revocation; and
      (2)   The volunteer’s powers terminate immediately upon revocation.
   (H)   Per I.C. 5-16-9-11(b), a property owner is not liable for any property damage or personal injury resulting from the actions of a volunteer in issuing a citation.
   (I)   A volunteer may not issue a citation upon private property unless the property owner has complied with the provisions of § 72.081.
