Pursuant to I.C.9-21-18-4, the city, by its Police Department and EMA officers, is authorized empowered and directed to have the ability to enter into contracts with the owners or lessees of Hammond businesses within the corporate limits of the city, for controlling, regulating, patrolling or enforcing the parking of vehicles and vehicular traffic at those businesses, and may ticket or tow those vehicles as permitted by law.
