§ 33.04 DUTIES OF FIRE CHIEF.
   The Fire Chief is responsible for the following functions and duties.
   (A)   The Fire Chief shall be responsible for the morale and general efficiency of the Department and shall be in sole and complete charge of the Department, the personnel thereof, and all equipment; and shall answer to the City Council for the operating of the Fire Department, the conduct of all personnel, and for all equipment of the Department.
   (B)   The Fire Chief shall test or cause to be tested all pumping equipment annually, according to the Rating Bureau’s standards and report on approved forms the results to the Insurance Service Office of Indiana. Duplicates of these forms to be kept on file at the Fire Department.
   (C)   The Fire Chief shall test or cause to be tested all fire hoses annually and record the date that the test was made on a form kept on file at the Fire Department. All hoses tested and found to be defective shall be removed from service by order of the Fire Chief.
   (D)   The Fire Chief shall be responsible for and see to it that drill sessions and practices be held on the first, fourth, and fifth Mondays of each month, providing the Monday does not fall on a legal holiday.
   (E)   The Fire Chief shall cause all business places and public buildings in the city to be inspected annually. Reports of these inspections shall be kept on file at the Fire Department.
   (F)   The Fire Chief shall see that all personnel of the Department shall be instructed in the proper use of all personal safety equipment.
   (G)   The Fire Chief shall cause the state firefighting personnel standards and education requirements for certification to be followed by all Fire Department members.
