Biennially, at the May meeting in each odd numbered year, or as vacancies occur, the village president, with the advice and consent of the village board of trustees, shall fill such vacancies on each such board and commission, as is established by ordinance or otherwise, as shall exist at the time by reason of the expiration of the term of membership thereof.
