When necessary or useful to implement the provisions of this chapter, the village may obtain and rely upon the recommendations of the village engineer. An owner may appeal in writing to the village board of any decision made by the agents or employees of the village under the provisions of this chapter within thirty (30) days of such decision being rendered.
