8-2-3: DESIGN REVIEW:
   A.   New Construction: Plans for all construction of all totally and completely new buildings, shall be submitted to the building assistance committee for review after the building commissioner has determined compliance with all other ordinances of the village.
   B.   Existing Buildings: Whenever an application is filed with the building commissioner for a building permit, and the building commissioner finds that said application, plans and specifications and plot plans submitted therewith otherwise comply with all the ordinances of the village, but that said application provides for an addition to an existing structure, the exterior design and appearance of which, in the opinion of the building commissioner, may be incompatible or incongruous with the exterior design and appearance of buildings constructed or in the course of construction in the neighborhood, or is incompatible with the provisions of the zoning ordinance, the building commissioner shall withhold the granting of such permit and shall, within fifteen (15) days after receipt of the application file said application together with his written and signed opinion with the members of the building assistance committee for review by said committee.
