§ 25-5 REGULATIONS APPLICABLE TO ALL SOLICITATIONS.
   All solicitors shall comply with the following regulations:
   (a)   Valid solicitation permit required. No person may engage in solicitation without a valid solicitation permit as provided in this article.
   (b)   “No solicitation” notices and list.

      (1)   No person shall solicit at or in any premises that has posted on or near its principal entrance a sign bearing the words “No Trespassing,” “No Peddlers,” “No Solicitors” or any other similar notice indicating in any manner that the occupants of such premises desire not to be solicited or to have their right to privacy disturbed, unless the occupants have specifically requested such solicitation. The manager or the manager’s duly authorized designee may make available weatherproof cards bearing a notice of the type herein described for posting on or near the principal entrance to any premises.
      (2)   The manager or the manager’s duly authorized designee shall be authorized to maintain a list of premises within the village whose owners or tenants have notified the village manager, in writing, that they desire not to be solicited. The village manager shall provide a copy of any such list to all solicitors at the time of permit issuance. No solicitor shall solicit at any premises included on the “No Solicitation List,” irrespective of whether such premises displays signage of the type described in § 25-5(a)(1) of this code. The owner or tenant of a premises may remove their premises from the “No Solicitation List” by notifying the village manager in writing.

   (c)   Principal approach and entrance only. Every solicitor shall approach a premises only by using the principal approach route thereto, and every solicitor shall attempt to make contact with the occupants thereof only at the principal entrance to such premises.
   (d)   Discontinuance on request. No solicitor shall solicit any person or premises at any time after any such person or the occupant of such premises requests that the solicitor leave the premises or otherwise cease soliciting.
   (e)   Hours when solicitation prohibited. Except only as provided in subsection (c) of § 25-6 of this article, no person shall solicit anywhere in the village at any time between the hours of 9:00 p.m. and 9:00 a.m.
   (f)   Immediate identification. Every solicitor shall immediately identity himself or herself and the purpose of the solicitation to each person being solicited.
   (g)   Prominent display of permit. Every solicitor shall prominently display the solicitation permit issued to the solicitor pursuant to this article on the front of his or her person, and the outside of all clothing, at all times while soliciting within the village.
   (h)   Impeding traffic prohibited. No person shall solicit anywhere in the village in a manner that completely or substantially impedes the flow of pedestrian or vehicular traffic in, on, or around any sidewalk or public property, way or place. No person engaged in solicitation shall have the exclusive right to any sidewalk or other public property, way or place, nor the right to establish a permanent stationary location for such solicitation in any such public place.
   (i)   Soliciting on streets. No person shall stand in a public street within the village for the purpose of soliciting except in compliance with § 25-6 of this article.
   (j)   Fraud or misrepresentation. No person shall perpetrate a fraud or misrepresentation of any kind while engaged in solicitation within the village.
   (k)   Public health and safety. No person shall engage in solicitation within the village in such a manner that creates a danger or threat of any kind to the public health, safety and welfare.
   (l)   Soliciting in train station prohibited. No person may solicit within the station building or on the platform of any train station within the village.
   (m)   Soliciting from motorized vehicle or pushcart prohibited. No person may solicit from a motorized vehicle or pushcart at any time, at any location within the village.
   (n)   Advertisements of solicitation. No person may advertise soliciting by the use of any sign, flag, banner, or similar device with a face greater than two feet by three feet or that is attached to a stick or standard extending more than two feet beyond the face of the sign. No person may advertise soliciting by carrying or displaying any sign that is internally or externally illuminated.
   (o)   Electronic amplification prohibited. No person may use electronically amplified voice, music, or other sound in connection with soliciting.
