§ 21A-64 COMPUTATION OF WASTE WATER SERVICE CHARGES.
   The following is the procedure for calculating waste water service charges for users located within the corporate limits.

   (a)   Metered users. The waste water service charge for metered users shall be computed using the following formula:

Remaining debt service rate in dollars per billing period for the remainder of debt service cost (after deducting revenues received from the debt service charge), such remainder of debt service requirements will be divided by total billable flow to compute the rate per 1,000 gallons, if applicable

Amount of waste water surcharge in dollars as computed by the Metropolitan Water Reclamation District of Greater Chicago, if applicable
 
   (b)   Non-metered users.
      (1)   All non-metered users of the waste water facilities within the corporate limits shall pay a minimum flat rate charge as set forth in the village’s Comprehensive Fee and Fine Schedule which shall allow the use of 10,000 gallons per quarter.

      (2)   In the event use of the waste water facilities is determined by the director of public works to be in excess of 10,000 gallons per quarter, the director may require such flat rate user to install metering devices on the water supply or sewer main to measure the amount of service supplied.
   (c)   Multiple unit users. Where more than one residential and/or commercial unit is located on the same premises as the user or being served through the same water meter or sewer connection as such user, there shall be imposed on such user an additional debt service charge for each such additional unit provided with sewer service and served by the single connection. The additional debt service charge, if applicable, for each unit shall be added to the bill computed in the manner as hereinabove set forth.
   (d)   Golf courses.
      (1)   Golf courses with separate meters for irrigation shall not be considered a basic user of the village’s sewer service, and therefore, will not be charged a waste water service charge.
      (2)   In the event the director of public works determines golf courses are utilizing waste water service, the director may require installation of metering devices on the water supply or sewer main to measure the amount of service supplied or base usage on actual water consumption on that meter.
