§ 21A-62 MEASUREMENT OF FLOW.
   (a)   The volume of flow used for computing basic user charges and surcharges shall be either:
      (1)   Metered waste water volume read to the nearest increment of 1,000 gallons during each billing period; or
      (2)   Metered water consumption read to the nearest increment of 1,000 gallons during the most recent billing period.

   (b)   If the person discharging sewage into the public sewers procures part or all of his or her water from sources other than the public water system, the person shall install and maintain at his or her expense water meters of a type approved by the director of public works for the purpose of determining the volume of water obtained from these other sources.
   (c)   Devices for measuring the volume of sewage discharged may be required by the director of public works if these volumes cannot otherwise be determined from the metered water consumption records.
   (d)   Metering devices for determining the volumes of sewage shall be installed, owned and maintained by the person discharging such sewage. Following approval and installation, such meters may not be removed, unless service is cancelled, without the consent of the director of public works.
