§ 21A-61 BASIS FOR WASTE WATER SERVICE CHARGES.
   (a)   Generally. The waste water service charge for the use of and for service supplied by the waste water facilities of the village shall consist of:
      (1)   A basic user charge rate (OM&R) to pay the cost of operation, maintenance and replacement of the system;
      (2)   A debt service charge, if applicable, to pay the amount required annually for interest, principal and coverage of any revenue bonds or loans outstanding; and
      (3)   A surcharge, if applicable.
   (b)   The basic user charge (OM&R).
      (1)   Shall include both a fixed charge based on the size of the water meter installed on the premises as well as a volumetric charge based on water usage as recorded by water meters and/or sewage meters for wastes having the following normal concentrations:
         A.   A five-day, 20°C biochemical oxygen demand (BOD5) of 200 mg/l; and
         B.   A suspended solids (SS) content of 240 mg/l.
      (2)   The volumetric portion of the basic user charge shall be computed by multiplying the water and/or waste water usage per billing period by a waste water user rate which is developed as follows:
         A.   Estimate the projected annual revenue required to operate and maintain the waste water facilities including replacement costs;
         B.   Estimate the projected annual billable water and/or waste water volume from past meter reading records; and
         C.   Compute the user rate by dividing the annual operation, maintenance and replacement costs by the annual billable water volume.
   (c)   Debt service charge. The debt service charge, if applicable, shall consist of the average annual amount required to pay interest, principal and coverage of revenue bonds or loans outstanding and shall be determined by:
      (1)   Dividing such average annual amount by the number of users connected to the system and pro-rated to each user each quarterly billing period;
      (2)   By dividing such average annual amount by the number of gallons billed in the preceding year to determine a unit rate per 1,000 gallons; or
      (3)   By a combination of subsections 21A-61(c)(1) and (2) above to provide the required annual amount for debt service.
   (d)   Surcharge. A surcharge, in addition to the above mentioned charges, may be levied upon users by the Metropolitan Water Reclamation District of Greater Chicago in accordance with its regulations and ordinances.
      (1)   The adequacy of the waste water service charge shall be reviewed annually and shall be revised periodically to reflect a change in debt service or a change in operation and maintenance costs including replacement costs.
      (2)   The users of waste water treatment services will be notified annually in conjunction with a regular bill, of the rate and that portion of the user charges that are attributable operation, maintenance and replacement of the system and that part attributable to debt service.
