(a) Wherever in this code or in any ordinance of the village, or rule or regulation or order promulgated by any officer or agency of the village under authority duly vested in him or her or it, any act is prohibited or is made or declared to be unlawful or an offense or misdemeanor, or whenever in this code or any ordinance or any such rule, regulation or order the doing of any act is required or the failure to do any act is declared to be unlawful or an offense or misdemeanor, and no specific penalty is provided for the violation thereof, or is not otherwise set forth in the village’s Comprehensive Fee and Fine Schedule, the violation or any such provision of this code or of any such ordinance, rule, regulation or order shall be punished by a fine of not less than $25 nor exceeding $750 for each such offense, provided that, if service of summons is made by certified mail pursuant to Section 1-2-9.1 of the Illinois Municipal Code, 65 ILCS 5/1-2-9.1., the maximum fine shall not be less than $25 nor exceed $750 for each such offense.
(b) Each day any violation of any provision of this code, or of any such ordinance, rule, regulation or order, shall continue shall constitute, except where otherwise provided, a separate offense.
(c) In the construction and interpretation of this section, the revocation of a license or permit shall not be considered as a recovery or penalty so as to bar any other penalty being enforced. Notwithstanding any provision in this code to the contrary, wherever any statute or public act of the General Assembly shall limit the amount of any fine or penalty, the fine or penalty imposed by this code shall be the maximum amount permitted by such statute or public act.
