All fines, forfeitures and penalties received or collected for the breach of any ordinance or this act, and all license fees and other monies collected by virtue of this act, or any ordinance passed in pursuance of this act shall be paid by the officer or person receiving the same to the treasurer of said village, who shall give proper vouchers therefor.
