(a) No owner of an animal shall cause or permit such animal to be on the private property of any person other than such owner or on any public property unless such owner has in his or her immediate possession an appropriate device for the removal of such animal's excrement.

(b) No owner of a dog shall permit such dog to deposit excrement on the private property of any person other than such owner or on any public property unless such owner shall immediately thereafter remove such excrement to a proper receptacle located on such owner's property.
(c) This § 6-18 shall not apply to guide dogs for the handicapped.
