§ 3-5 LICENSE - REQUIRED.
   No person shall engage in the distribution of any circulars, dodgers, handbills, pamphlets, booklets, newspapers or other advertisements, except newspapers of general circulation as defined by general law or duly entered with the Post Office Department of the United States, and periodicals or current magazines regularly published with not less than four issues per year, which are sold to the public, without first having obtained a solicitation permit pursuant to article I of chapter 25 in this code.
