§ 3-2 CERTAIN ADVERTISING PROHIBITED.
   (a)   No person shall post or display any advertisement of an obscene or immoral character or any advertisement tending to promote or cause a riot or breach of the peace, or any advertisement for an unlawful gathering, or advertisements of unlawful sales, unlawful businesses or unlawful articles.
   (b)   No person shall distribute on the streets or in other public places, or from house to house, within the village, pamphlets, books, advertising or printed matter treating of female diseases, self-abuse, venereal diseases or any literature which may corrupt the morals of the young.

   (c)   No person shall post any bills or advertisements on any public property without authority of the board of trustees. No person shall post any bill or advertisement on any private property without the written consent of the owner thereof, which consent shall be filed with the village manager.
