111.13 RULES FOR NOTIFICATION OF MEETINGS TO THE PUBLIC AND NEWS MEDIA.
   (a)   This section is adopted in compliance with Ohio R.C. 121.22(F) and shall apply to regular and special meetings of Council, Board of Control, Planning Commission, Board of Zoning Appeals, Civil Service Commission and any special public board created by Charter or City ordinance or resolution.
 
   (b)   Any person may determine the time and place of all regularly scheduled meetings of the above mentioned bodies by:
      (1)   Referring to the posting places referred in Section 113.01 .
      (2)   By calling City Hall during normal business hours.
   (c)   Any representative of the news media may obtain notice of all special meetings by requesting in writing that such notice be provided. Notice will only be given to one representative of any particular publication or radio or television station. A request for such notification shall be made to City Hall to the Clerk of Council in the case of meetings by that body and to the secretary of all other boards or commissions. Such request shall be accompanied by at least twenty stamped self-addressed envelopes and a check in the amount of fifty dollars ($50.00) to cover the handling costs of such service. The Clerk and/or secretary shall notify in writing the requesting party when the supply of envelopes is running out, and if the person desires notification after such supply has run out, the party shall deliver to the Clerk and/or secretary an additional twenty stamped self-addressed envelopes as a condition to receiving further notification. Such request shall provide the name of the individual or media representative to be contacted, mailing address and telephone number. The Clerk of Council and/or secretary of the board or commission shall maintain a list of all representatives of the news media who have requested notice of special meetings pursuant to this section. Any such requests shall be effective one year from the date of filing with the Clerk of Council and/or secretary of the board or commission unless written notice is received from such media cancelling or modifying such request, whichever is earlier.
 
   (d)   For a special meeting not of an emergency nature, the Clerk of Council and/or secretary of a board or commission or their representative shall notify all media representatives on their respective lists of such meeting by:
      (1)   Sending written notice which shall be mailed no later than two days (not including Saturdays, Sundays or official State holidays) before such meeting; or
      (2)   By notifying such representative by telephone no later than twenty-four hours prior to the special meeting. Such telephone notice shall be completed if a message has been left for the representative, or if the Clerk of Council or secretary of the board or commission or their representative has after a reasonable effort been unable to provide such telephone notice; or
      (3)   By informing such representative personally no later than twenty-four hours prior to such special meeting.
   (e)   For a special meeting of an emergency nature, the Clerk of Council or the secretary of any board or commission shall notify all media representatives on the list of such meeting by providing either the notice described in subsection (d)(2) hereof or that described in subsection (d)(3) hereof. In such event the notice need not be given twenty-four hours prior to the meeting, but shall be given as soon as possible.
 
   (f)   Any person, upon written request, may obtain reasonable advance notification of all meetings at which any specific type of public business is scheduled to be discussed. Such person may file a written request with the Clerk of Council or the secretary of the board or commission specifying the person's name, address and telephone number and naming the specific type of public meeting about which the person is requesting advance notification. Each such written request shall be accompanied by a check or money order payable to the City in the amount of two dollars ($2.00) for each notification.
   The contents of written notification under this subsection may be a copy of the agenda of the meeting.
