No person shall convert the attic floor or cellar of any building thereby
creating a room or rooms for occupancy without first obtaining a building permit from the Building Commissioner and complying with the Building and Fire Prevention Codes of this City/State.
(a) Existing converted attic and cellar rooms not converted prior to April 23, 1935, or pursuant to Section 1311.02 are illegal.
(b) Existing converted rooms for which no permit was obtained pursuant to Section 1311.02 or which were converted prior to April 23, 1935, may be maintained for occupancy only by undergoing an inspection by the Commissioner and complying with the Building and Fire Prevention Codes of this City/State. The Building Department shall maintain a copy of such inspection and findings. Rooms that do not comply with the City/State Building and Fire Prevention Code constitute a danger to the health, safety and welfare of the community and shall, upon notice from the Commissioner be made to comply with the Building and Fire Prevention Codes of this City/State.
