1347.03 APPEALS.
   When application for a building permit and deposit has been made pursuant to Sections 1347.01 and 1347.02 and, because of topography, future plans to construct sewers, water lines and streets, including the widening of existing streets, or any other valid reasons as determined bythe Engineer, it would be impossible or impracticable for the applicant to install, repair, reconstruction or replace sidewalks as therein provided, such applicant may appeal to the Board of Appeals, for either a waiver of the security as prescribed, or an order refunding the deposit to the applicant.
