   (A)   Application. The penalties set forth in this title amend all specific or general monetary penalty sections of the code only as they relate to the specific offenses set out in division (B).

   (B)   Schedule of offenses and penalties. The following may be subject to admission before the Ordinance Violations Bureau as administered by the Town Court:
