§ 51.48 TRENCHES.
   Trenches for water pipes shall be so excavated as to give an even bed of solid earth, and no water pipe shall be laid in a sewer trench.

§ 51.49 EXCAVATIONS IN STREETS OR ALLEYS.
   Excavations in public streets or alleys shall be made so as to impede travel as little as possible. When it is necessary to excavate entirely across the street, a barricade or distinctly legible sign (“Street Closed”) shall be placed at each end of the block.

§ 51.50 BARRICADES AND DANGER SIGNALS.
   Barricades shall be placed around excavations at all times and red lights shall be maintained from dark until sunrise.

§ 51.51 REFILLING TRENCHES.
   (A)   Trenches within any way of the town open to the public shall be refilled in a manner that will permit as little settlement of the earth as possible.
   (B)   The Director of Public Works shall inspect and approve the filling and impaction of any trench in any way of the town open to the public and he or she shall inspect and approve the connection to the water system.
   (C)   Any person who fills or impacts any trench on any way of the town open to the public or connects to the town water system without the approval of the Director of Public Works shall be guilty of a misdemeanor. Surplus material must be removed and any repairs necessary to keep the trench in a safe and passable condition for a period of one year shall be done by the excavator.

§ 51.99 PENALTY.
   (A)   Any person violating any provision of this chapter for which no specific penalty is prescribed shall be subject to § 10.99 of this code of ordinances.
   (B)   The penalty for violation of §§ 51.01 through 51.26 of this chapter shall be a fine of not less than $100 or more than $300. In addition, the town may recover the cost of hooking the residence up to town water by filing a complaint in a court of competent jurisdiction.

   (C)   Any person or persons violating any of the provisions of §§ 51.40 through 51.51 of this chapter shall be guilty of a misdemeanor and, upon conviction thereof, shall be fined in a sum of not less than $25 or more than $100 for each offense, and a further penalty of not less than $25 will be imposed for each day such violation is allowed, or suffered to continue, and after the first fine has been imposed upon any person, firm or corporation, having a license under §§ 51.40 through 51.51 of this chapter, for any of the violations herein, the Town Engineer or Water Commissioner may suspend and the Town Council may revoke the license of such person, firm or corporation having such license.
