(A) Before doing any work in connection with the laying, repairing, extending or otherwise modifying any water service pipe or excavating any trench for the purpose of laying or repairing any water service pipe, the licensee shall obtain from the Water Commissioner, a written permit, which will give the location, nature and purpose of the proposed work.
(B) This permit must be on the ground at all times during the progress of the work, and must be shown to any officer in authority on demand.
