The provisions of this chapter shall not apply to any scientific and literary lectures and entertainments; to any duly and regularly licensed auctioneer in pursuit of his or her profession; to a person using a motor vehicle owned by him or her whether operated by him or her or his or her agent for the transportation of farm produce raised or produced by him or her on his or her own or leased premises, when the entire course of such transportation extends not more than the confines of the territorial limits of the state; to any regularly established and recognized charitable or welfare institution or organization of and within the state and whose benefits are available to any person within the state; to wholesalers calling upon established local business firms in the town; to any legal resident of the county under the age of 18 or to any person over the age of 18 who is a legal resident of the county and qualified to vote therein; to any regularly established newspaper situated in and published in the state; to all class and year books sponsored by the public or parochial schools of the state.

The Police Department or any police officer shall police such business, trade or calling of hawkers, peddlers or solicitors to the end that this chapter be complied with, and any and all members of the Police Department having knowledge of a violation hereof, shall make and prosecute complaint against the offender; and such complaint may also be made and prosecuted by the Town Treasurer or the Assistant Town Treasurer under their duty of license collector.

Any persons, firms or corporations going from place to place requesting donations of funds or goods for charitable or religious purposes shall be deemed solicitors and as such shall not be required to obtain a license; provided, however, that, to protect the citizens of the town from fraud and deception, all solicitors shall register with the Town Clerk by giving their names, addresses and the true and correct names of the organizations they represent and show proof of their authority to represent such organization.

Any person violating any of the provisions hereof shall be guilty of misdemeanor and, upon conviction thereof, shall be fined in a sum not less than $25 or more than $300 or by imprisonment in the town jail for not less than ten days or more than 90 days or by both such fine and imprisonment.
