(A) It shall be unlawful for any person, firm or corporation to engage in the business, trade or calling of hawker, peddler or solicitor within the town limits whether such business, trade or calling be conducted by personal purposes, without first having obtained a license to do so.

For the purpose of this chapter, the following definitions shall apply unless the context clearly requires a different meaning.
HAWKER. All persons, firms or corporations who shall hereafter sell, offer to sell at wholesale or retail any goods, wares, merchandise or professional or personal services from a stand, wagon, railroad car, motor vehicle or upon any street or upon any public or vacant ground or from temporary quarters within the corporate limits of the town shall be deemed a HAWKER within the meaning of this chapter.

PEDDLER. All persons, firms or corporations who shall enter upon private premises or go into private residences, offices, business establishments or public buildings for the purpose of selling or soliciting orders for the sale of goods, wares, merchandise, books, pamphlets, lottery tickets or other items of property shall be deemed a PEDDLER within the meaning of this chapter.

RETAILER. Any person, firm or corporation who sells to a consumer.
WHOLESALER. Any person, firm or corporation who sells to a retailer.

(A) No peddler may enter upon residential property or go into a private residence before 9:00 a.m. in the morning or after 7:00 p.m. in the evening.
(B) No peddler may enter upon or remain on private property if the owner, tenant or lawful occupant has asked the peddler not to peddle, solicit or attempt to sell or otherwise present on the property.
(C) No peddler may enter or remain on private property on which is conspicuously posted a “no trespassing” sign.

Each peddler shall, before conducting any business, as herein defined, within the corporate limits of the town, make application to the Town Clerk and Police Department of said town for a license, which license, if issued, shall not be transferable, specifying in said application his, her or their name and residence, the number of days or the period of time he, she or they will be engaged in said town in the conduct of such business, the article or articles to be sold or offered for sale and the manner of conducting said business and shall pay for said license $250 for each 30-day period. For purpose of investigation, the Town Clerk and Police Department of said city may request the applicant for such license to wait for a period of not more than 30 days, immediately following application for license before granting or refusing to grant said license.
