The Police Department or any police officer shall police such business, trade or calling of hawkers, peddlers or solicitors to the end that this chapter be complied with, and any and all members of the Police Department having knowledge of a violation hereof, shall make and prosecute complaint against the offender; and such complaint may also be made and prosecuted by the Town Treasurer or the Assistant Town Treasurer under their duty of license collector.
