Exposed wall surfaces of buildings that become visible as a result of a demolition or removal must be screened or otherwise treated so as not to violate the architectural standards of Chapter 1327.

After a building or structure has been demolished or removed, all holes and excavations shall be filled and all waste material removed from the site and the property restored to a condition consistent with that of the adjoining property. The property shall be graded to provide positive drainage to storm sewers, culverts and drainage ditches. All stormwater retention facilities shall be maintained in proper working order. The property shall be seeded, landscaped, or paved to conform to the requirements of this section and the architectural standards of Chapter 1327. Driveways, drive aprons and other pavements shall be removed as required by the Commissioner of Building and sidewalks in the public right-of-way shall be replaced, repaired or removed in conformance with the regulations of the Director of Public Service. Street curbs shall be restored in conformance with the regulations of the Director of Public Service.

Reasonable precautions shall be taken to minimize nuisances created as a result of demolition or removal operations in conformance with Section 1701.12.

The Commissioner of Building may require a reasonable deposit to assure compliance with the provisions of this chapter. If an owner or applicant fails to comply with the provisions of this chapter, then the Commissioner of Building is authorized to take such action as necessary either temporarily or permanently to remedy any adverse conditions created, at the expense of the owner. The Commissioner of Building is authorized to deduct the costs of the remedy or remedies from the deposit. Should the cost of the remedy exceed the deposit amount, the Commissioner of Building shall submit bills for the excess cost to the owner. Should the owner fail to pay the cost of the remedy, the Commissioner of Building shall certify the amount due to the Director of Finance who shall have such due amount placed on the tax duplicate.
