1703.64 REFUND OF PERMIT FEES.
   Whenever the work for which a permit has been issued has been abandoned and is not to be done, such permit may be returned to the Commissioner of Buildings for cancellation, and after a deduction of fifteen dollars ($15.00) from the permit fee has been made, one-half of the balance of the permit fee, if any, shall be refunded by the Commissioner of Buildings. Such permit fees do not and shall not include, however, any fees or charges made and deposited for plan, plat and site review, inspection, and approval by engineers, surveyors, other consultants, or charges for Building Commissioner review services paid on a contract basis, which fees or charges are non-refundable.
